Response to the Lifelong Loan Entitlement (LLE) Consultation

The Lifelong Education Commission submitted their response to the DfE’s Lifelong Loan Entitlement (LLE) Consultation, making the case for a more open and flexible system:

·        The LLE should be based exclusively on a per-credit funding model, allowing learners to use their entitlement in the most efficient way

·        Tying the LLE to an online lifelong learning account could discriminate against older learners, learners without permanent residence, learners from a recent migrant background, and those from low-income backgrounds/households

·        LSIP partnerships need to help local employers and education providers engage in economic forecasting on 5-, 10-, 20-, and 50-year timescales
